key changes to medical admissions counselling process for 2026–27

The Department of Medical Education & Research (DMER), Haryana has proposed several amendments in the counselling process for admission to various medical education courses for the academic session 2026-27. The proposed changes aim to make the admission process more transparent and ensure fairness for students.

According to the public notice issued by DMER Haryana, the major proposed amendments include:

  • Deadline for Inclusion of Seats: Institutions receiving permission for new or additional seats after the last date of registration for the 3rd round of counselling will not be included in the counselling process for the current academic session. This step is intended to maintain the merit and sanctity of the counselling process.
  • ESM Certificate Requirement: Candidates applying under the Ex-Servicemen (ESM) category must submit certificates duly signed by the Zila Sainik Board and countersigned by the Rajya Sainik Board, Haryana, Panchkula.
  • OSC and DSC Category Admissions: Candidates belonging to Other Scheduled Caste (OSC) and Deprived Scheduled Caste (DSC) categories must apply under the correct category as per Haryana Government reservation policy dated 15.05.2020 and subsequent amendments. Applications under the wrong category may lead to cancellation of the allotted seat.
  • Online Refund of Security Amount: The security amount refund process will be made completely online. Eligible candidates will receive their refunds within one month after completion of the counselling process.
  • BPT Admission Eligibility Updated: For admission to the Bachelor of Physiotherapy (BPT) course, eligibility criteria will follow the guidelines of the Ministry of Health & Family Welfare and National Commission for Allied and Healthcare Professionals. Candidates must secure 50% marks in Physics, Chemistry and Biology (PCB) in Class 12 for General Category and 40% for SC, ST and backward class candidates.

DMER Haryana has invited comments, objections and suggestions regarding these proposed amendments from students, parents and other stakeholders. The feedback can be submitted via email at dmer-hry@nic.in by 29 June 2026.
