MCC NEET PG Counselling 2026 rules for Round 1, Round 2, Round 3 and the Stray Vacancy Round are important for every candidate to understand before participating in the counselling process.

The Medical Counselling Committee (MCC) counselling scheme sets out the steps candidates must follow in each round. These cover registration, choice filling, reporting, free exit, upgrade, resignation and elimination from further rounds. The rules for Round 1, Round 2, Round 3 and the Stray Vacancy Round are summarised below. Candidates have been asked to refer to Chapter 3 of the scheme for details on Freeze and Float candidates.

MCC Round 1 Rules

  • Registration: Main counselling registration includes payment of a non-refundable registration fee and a refundable security deposit. The deposit is refunded only to the account from which the payment was made.
  • Process: Candidates do choice filling and locking, seat allotment is processed, and the Round 1 result is published on the MCC website.
  • Reporting: Candidates must report physically at the allotted medical college or institute with their original documents.
  • Free exit: Candidates allotted a seat in Round 1 can opt for free exit and participate directly in Round 2.
  • Upgrade: Candidates allotted a seat in Round 1 can opt for willingness to upgrade from Round 1 to Round 2 only online, and must also inform the Nodal Officer of the college or institute by telephone. Documents are also uploaded online.
  • Not allotted in Round 1: A registered candidate who is not allotted a seat can participate in Round 2 directly, without fresh registration.

MCC Round 2 Rules

  • Candidates who registered for Round 1 and did not get a seat do not need to register again.
  • Candidates who resigned or did not report in Round 1 also do not need to register again.
  • Fresh registration for Round 2 is for candidates who did not register in Round 1 (with full payment of fees).
  • Fresh choice filling and locking must be done for Round 2.
  • The Round 2 result is published on the MCC website, and candidates must report physically with original documents at the allotted college or institute.
  • If a candidate is upgraded in Round 2, he or she must take relieving online from the Round 1 seat and join the Round 2 seat. Candidates upgraded in Round 2 shall not have any claim on the Round 1 seat.
  • A candidate freshly registered in Round 2 who is not allotted a seat can participate in Round 3 directly, without fresh registration.
  • Candidates freshly allotted a seat in Round 2 can opt for willingness to upgrade to Round 3. For this, they must first upload documents online at the allotted college or institute, and then opt for willingness.

MCC Round 3 Conversion Algorithm

The scheme lists the following category conversions, applicable in the third round:

  • ST (PwD) converts to ST
  • SC (PwD) converts to SC
  • UR (PwD) converts to UR
  • OBC (PwD) converts to OBC
  • ST converts to SC
  • SC converts to UR
  • EWS converts to UR
  • NRI, Jain Minority and Muslim Minority convert to UR

MCC Round 3 Rules

  • Fresh registration with payment of the registration fee is required for Round 3.
  • Fresh registration applies to candidates who did not register in Round 1 or Round 2 (with full payment of fees), and to candidates who resigned from Round 2, who can participate with full payment of fees.
  • Candidates who registered in Round 2 and exited with forfeiture of fees without joining can proceed with fresh payment of fees.
  • Candidates who registered but were not allotted a seat in Round 1 and Round 2 do not need to register again.
  • Fresh choice filling and locking must be done, and the result is published on the MCC website.
  • Candidates must report physically at the allotted college or institute after Round 3 with original documents.
  • If a candidate is upgraded in Round 3, he or she must take relieving from the Round 2 seat and join the Round 3 seat. Once joined, the candidate cannot upgrade or resign from the third-round seat.
  • A candidate who does not join the Round 3 seat may exit with forfeiture of the security deposit and elimination. Such a candidate cannot participate in further rounds of counselling conducted by MCC, DGHS.
  • A candidate who freshly registers in Round 3 and is not allotted any seat is not eligible for the stray or further rounds.
  • Candidates upgraded in Round 3 shall not have any claim on the seat allotted in an earlier round.

MCC Stray Vacancy Round Rules

  • Fresh registration and fresh choice filling are required. The choices filled during Round 3 will not be considered in the Stray Vacancy Round.
  • Eligibility: Candidates who are not holding any seat, or did not participate in Round 1, Round 2 and Round 3 (AIQ, State, Deemed), can participate.
  • Candidates who were freshly allotted a seat in Round 3 and did not join cannot participate in the Stray Vacancy Round.
  • Data will be shared between the Centre and the States after the States' Round 3. A candidate whose name appears in the list provided by the State after Round 3 will be eliminated from counselling before the All-India Stray Vacancy Round is processed.
  • For Deemed Universities, the Stray Vacancy Round will be conducted by MCC of DGHS, MoHFW, as per the Supreme Court order dated December 12, 2022 (I.A. No. 132614/2022 in W.P.(C) No. 267/2017, Dar-us Salam Educational Trust and Ors. vs. Medical Council of India and Ors.).
  • A candidate allotted a seat in the Stray round must report and join the allotted seat at the college or institute, or the security deposit will be forfeited.
  • Seat allotment is online, by running software.
