The Medical Counselling Committee (MCC) has issued Notice No. 25, dated 10 October 2026, asking all state counselling authorities to weed out candidates who have joined All India Quota (AIQ) seats up to Round 3. The step must be completed before seat processing for Round 3 of state counselling, so that no candidate holding an AIQ seat gets another seat through state counselling.

The notice is marked “Urgent Attention” for candidates and state counselling authorities. It was issued by the Office of MCC, Directorate General of Health Services, Ministry of Health and Family Welfare, New Delhi (Ref. U-11011/07/2026-MEC).

MCC Notice No. 25: Key Highlights

  • Notice number: 25
  • Date: 10 October 2026
  • Issued by: Office of MCC, Directorate General of Health Services, Ministry of Health and Family Welfare
  • Applies to: UG counselling 2026 (MBBS/BDS)
  • Action required: State counselling authorities must weed out joined AIQ candidates up to Round 3
  • Timing: before seat processing of Round 3 of state counselling
  • AIQ Round 3 reporting: completed on 09 October 2026

Why MCC Issued This Notice

  • The notice cites directions of the Supreme Court of India in Contempt Petition (C) No. 289 of 2022 in W.P. No. 223 of 2022, Shubhankar Patnaik vs. K. Ramesh Reddy & Ors.
  • As per these directions, filtering out joined AIQ candidates is mandatory before the stray vacancy round of state UG counselling.
  • Reporting for Round 3 of MCC UG Counselling 2026 ended on 09 October 2026, so the joined candidates list is now final up to Round 3.

What State Counselling Authorities Must Do

  • Weed out all candidates who have joined AIQ seats up to Round 3.
  • Complete this before seat processing of Round 3 of state counselling.
  • Download the list of allotted candidates from the MCC data sharing portal.

What This Means for Candidates

  • Candidates who have joined an AIQ seat up to Round 3 will not be allotted a seat in state counselling.
  • This applies to Round 3 of state counselling and, as the Supreme Court directions require, to the stray vacancy round.
  • Candidates should check their state counselling authority’s website for the result and schedule of Round 3. Some states may release results after completing the weeding out.
