Kaloji Narayana Rao University of Health Sciences (KNRUHS), Telangana has issued a fresh notification declaring 37 candidates ineligible to claim reservation benefits under the Scheduled Tribe (ST) category of Telangana State for MBBS/BDS admissions under Competent Authority Quota for the academic year 2026-27.

Background

This is a follow-up to the university's earlier notice dated September 3, 2026. Based on fresh communication from the Director, Tribal Welfare, Telangana, Hyderabad (Rc.No.1298/TRI/TSV/2026, dated September 22, 2026), the Tribal Welfare Department furnished an additional list of 37 candidates whose ST status verification revealed they are not entitled to reservation benefits in Telangana State. These candidates will now be treated under the Open Category, subject to their eligibility and merit.

Reason for Ineligibility

According to the Tribal Welfare Department's communication, most of the affected candidates' families had migrated to Telangana from residual Andhra Pradesh at various points - some before and some after the 2014 bifurcation of the state. Citing the Hon'ble High Court of Telangana's common judgment dated February 10, 2025 (in Writ Petitions No. 1255, 1359, 2493, 2506 and 2507 of 2025) and Section 95 of the Andhra Pradesh Reorganization Act, 2014, the department clarified that:

• Reservation benefits under Article 371D are tied to a candidate's State of Origin, not the state of migration.
• The 10-year window for continuation of existing common admission/reservation arrangements between the successor states expired on June 1, 2024.
• Hence, candidates whose families migrated to Telangana from AP - even prior to the state's formation - cannot avail ST reservation benefits in Telangana.

A separate set of candidates were also found ineligible on grounds of having migrated from Karnataka or Maharashtra, per the Hon'ble Supreme Court judgment dated May 2, 1990 (W.P. Civil No. 989 of 1989), which similarly restricts reservation benefits to a candidate's state of origin.

Cancellation of 9 Provisional Allotments

Of the 37 candidates, 9 had already received conditional MBBS seat allotments in the First and Second Phases of Counselling under the ST category, at colleges including:

• Government Medical College, Vikarabad
• RVM Institute of Medical Sciences, Siddipet
• ESIC Medical College, Hyderabad
• Osmania Medical College, Hyderabad
• Raja Rajeshwari Medical College – Girls, Patancheru
• NOVA Institute of Medical Sciences, Hyderabad
• Government Medical College, Karimnagar
• TRR Institute of Medical Sciences, Patancheru

Following the Tribal Welfare Department's communication, KNRUHS has cancelled these 9 conditional allotments. The affected candidates will now be considered under the Open Category for subsequent counseling phases, and the vacated seats will be treated as vacant and included in the Third Phase/Mop-Up Phase of counseling for allotment to eligible ST category candidates as per applicable rules and merit.
