The Directorate General of Medical Education & Training (DGME), Uttar Pradesh, has issued a significant notice debarring several candidates from participating in the UP NEET UG 2026-27 counselling process.

The order, bearing No. M.E.-3/UGC-2026/1497, was issued on August 7, 2026 and names candidates who have been barred from the upcoming counselling process for failing to join allotted seats or resigning from seats after admission.

Why Have Candidates Been Debarred?

DGME UP has taken the action based on provisions outlined in government orders governing MBBS and BDS admissions.

Under Government Order No. 1/995234/2025 dated June 18, 2025, Clause 7(d), Sub-clause VII, candidates allotted seats during the Stray Vacancy Round who fail to report and take admission are subject to forfeiture of their security deposit and debarment from UP NEET UG counselling for the following academic session.

DGME has also referred to Government Order No. 1/676928/2024 dated June 26, 2024. As per Point 10(b), candidates who leave a seat after the final counselling round but before completing the course can be debarred from the admission process of the subsequent academic session.

Two Categories of Debarred Candidates

DGME UP has released two separate lists of candidates covered under these provisions.

1. Candidates Who Did Not Report – UP NEET UG 2025

The first list includes candidates who were allotted MBBS or BDS seats during the Stray Vacancy Round or Special Stray Vacancy Round of UP NEET UG 2025-26 counselling, but did not report to the allotted institution or complete admission.

• MBBS: 38 candidates
• BDS: 13 candidates

The candidates were allotted seats in various medical and dental institutions across Uttar Pradesh, including Krishna Mohan Medical College & Hospital, KMC Medical College & Hospital, G.S. Medical College & Hospital, Rohilkhand Medical College & Hospital, T.S. Misra Medical College & Hospital, Rajshree Medical Research Institute, F.H. Medical College and several others.

2. Candidates Who Resigned After Admission – UP NEET UG 2025

The second list comprises candidates who secured admission through the final counselling round but subsequently resigned from their allotted seats before completing the course.

• MBBS: 13 candidates
• BDS: 7 candidates

The list includes candidates from institutions such as Autonomous State Medical Colleges in Chandauli, Pratapgarh and Bahraich, Baba Raghavdas Medical College, National Capital Region Institute of Medical Sciences, KMC Medical College & Hospital, Teerthanker Mahaveer Medical College & Research Centre, ESIC Medical College and Hospital, Varunarjun Medical College & Rohilkhand Hospital, Prasad Institute of Medical Sciences and others.

Debarment Applies to UP NEET UG 2026-27 Counselling

All candidates included in the two lists have been debarred from participating in the UP NEET UG 2026-27 counselling process.

The action highlights DGME Uttar Pradesh's strict implementation of counselling rules, particularly for candidates who fail to join an allotted seat or leave a seat after admission. Such vacancies can prevent other eligible candidates from securing admission during the counselling process.
