Hemwati Nandan Bahuguna Uttarakhand Medical Education University (HNBUMU), Dehradun, has released the Round 3 schedule for Uttarakhand NEET UG 2026 State Centralised Counselling under the NRI quota. Online registration is open from 29 September 2026 and runs until 5 October 2026, 5:00 PM (server time). Uttarakhand NEET UG Round 3 NRI Quota Schedule 2026

Registration Fee and Security Deposit

Online registration is open only to candidates who are eligible under Uttarakhand government norms and have qualified NEET UG 2026.

• Registration fee: Rs 6,500
• Security deposit: Rs 1,00,000, marked non-refundable in the schedule
• Payment mode: Credit card, debit card or net banking, for all categories

Float candidates who want a seat upgrade do not need to pay the registration fee or security deposit again.

15% NRI Quota Seats in Three Dehradun Medical Colleges

Under Uttarakhand government notifications, 15% of MBBS seats are earmarked for Non-Resident Indians (NRI) in these private medical institutions in Dehradun:

• Shri Guru Ram Rai Medical Institute of Medical Sciences: notification dated 19 August 2026
• Himalayan Institute of Medical Sciences: notification dated 24 August 2026
• Gautam Buddha Chikitsa Mahavidyalaya: notification dated 27 August 2026

All NRI quota admissions are based on NEET 2026 merit. For eligibility, the university will consider a foreign country passport, green card, permanent resident card, proof of residency of a foreign country, or an OCI/PIO card issued by the Government of India. Allotment priority follows the conditions in the state notifications, and the allotted college will verify all documents at the time of admission.

Who Can Participate in Round 3

According to the Round 3 guidelines, these candidates can participate:

• Candidates who did not register in Round 1 or Round 2 and want a seat in Round 3.
• Registered candidates who were not allotted any seat in Round 1.
• Candidates who chose the Float option in Round 1 or Round 2 and want an upgrade.
• Candidates who did not choose Float or Freeze on their allotted seat and want to take part in Round 3.
• Candidates who chose Freeze or Float earlier and vacated their seat within the prescribed time.

Not eligible: Candidates who chose Freeze in Round 1 or Round 2 and completed admission in time. Candidates who secured admission through MCC's counselling up to Round 3 are also not eligible.

Key Instructions for Candidates

• Fresh choice filling is mandatory. Every candidate must fill new choices (New Choice Submit) after registration. Otherwise they will not be considered for allotment, and choices from earlier rounds are treated as cancelled.
• Save and submit choices. Candidates must first save their choices and then submit them. Choices that are saved but not submitted are auto-submitted after the deadline. Choices that are not saved are not considered.
• Changes cost Rs 500. Any change to the form or choices requires an online payment of Rs 500 for each modification, and only during the registration dates. Requests by email or phone are not accepted.
• Keep a printout. Candidates should keep a printout of the completed application form, as queries will be resolved on that basis.
• Upgrade rule. If a candidate is upgraded in Round 3, the earlier seat must be vacated and goes to the next eligible candidate. If a Float candidate does not fill choices, the Round 1 or Round 2 seat stays, but the candidate must Freeze it.
• Seat surrender deadline. Freeze and Float candidates from Round 1 and Round 2 can surrender their seats only by 5 October 2026, 5:00 PM, by following the prescribed process, and their security deposit is forfeited. No surrender is allowed after this deadline.
• Not joining. Candidates who do not take admission on a Round 3 seat forfeit their security deposit. They can register again and pay the deposit to join later rounds, if any.
• Stray round. Candidates who do not join a seat allotted in the stray round may be debarred from the NEET UG entrance for one year, and their deposit will be forfeited, as per Supreme Court, Government of India and MCC directions.
• Certificates for reservation. Category and sub-category certificates must be issued before the last date of online application. Certificates issued later will not be accepted. Reservation benefits are for permanent residents of Uttarakhand only.
• Document upload. Allotted candidates must upload and verify their academic and original documents on the counselling portal at least one day before the last date of admission.
• Check college details. Candidates should check each college's fees, bond rules and seat recognition status before choosing. The university and counselling board will not be responsible for a candidate's choice of institution.
